ci: claude-issue-bot — headless Claude Code on claude-labelled issues
on: issues [opened, labeled], gated to the `claude` label (only collaborators
can label). Runs on kasse's podman runner: builtin:checkout + Claude Code
installed in the ephemeral container, with a file-only tool allowlist
(Read/Edit/Write/Grep/Glob, acceptEdits — no Bash, no network) so an untrusted
issue body can at worst propose a bad edit caught in PR review. Opens a PR
closing the issue if files changed, otherwise comments Claude's reply.

Needs repo Actions secret CLAUDE_CODE_OAUTH_TOKEN; uses the built-in token for
the branch push / PR / comment.

# Issues labelled `claude` are a work queue. When an issue is opened already
# carrying the label, or the `claude` label is added to one, run headless
# Claude Code against a checkout of this content repo with the issue as the
# task. If Claude edits files, open a PR that closes the issue; otherwise post
# its reply as a comment.
#
# Security posture:
# - Only users with repo write can add a label / open a labelled issue, so the
# trigger is already gated to collaborators.
# - Claude runs with a FILE-ONLY tool allowlist (no Bash, no network), so a
# prompt-injected issue body can at worst produce a bad edit caught in PR
# review - it cannot run commands or read/exfiltrate secrets.
# - Runs on kasse's podman runner: builtin:checkout (native, no downloaded
# Node action) + plain run: steps; Claude Code is installed into the
# ephemeral job container.
